Cleaning contracts Massachusetts commercial cleaning companies can bid on
Massachusetts buys a lot of cleaning for a small state: office towers in the Financial District and the Seaport, lab buildings in Kendall Square, hospital campuses in the Longwood Medical Area and Worcester, more than a hundred colleges, and 351 cities and towns that each run their own bids. Janitorial sends you the commercial and public-sector cleaning requests inside the area you cover, each one with a bid price already calculated.

The commercial cleaning market in Massachusetts
Most of the state's commercial square footage sits inside I-495, but the buyers change a lot between the city, the tech belts and the western half of the state.
- Boston, from the Financial District and Back Bay to the Seaport: Class A office towers, law and finance firms, hotels and convention space, where contracts usually include a day porter and a tight overnight window.
- Cambridge and the Kendall Square area: life science and lab buildings, university space and tech offices. Lab support areas bring gowning rules, restricted rooms and background checks, so these buyers shortlist contractors who already clean lab space.
- The Longwood Medical Area and the hospital systems around Boston: medical office buildings and outpatient clinics with exam room disinfection and stricter restroom schedules.
- The Route 128 and I-95 belt, around Waltham, Burlington, Lexington, Needham and Woburn: suburban office parks and corporate campuses, often one contractor for the whole site.
- The I-495 belt, around Marlborough, Framingham, Andover and Mansfield: corporate offices, light manufacturing, and warehouses where the work is office areas, break rooms and restrooms plus floor scrubbing on the dock side.
- Worcester and Central Massachusetts: hospitals, colleges, insurance and manufacturing offices, priced well below Boston.
- Springfield and the Pioneer Valley: municipal buildings, schools, colleges and medical offices, plus the Chicopee and Holyoke industrial areas.
- The North Shore and South Shore: banks, medical offices, schools and retail along Route 1, Route 3 and Route 24.
Winter changes scope here. Snow, sand and road salt are tracked in from November to March, so Massachusetts buyers expect heavier entry mat service, salt neutralizing on hard floors and more frequent carpet extraction in lobbies. Price those as winter tasks with their own frequency, not as part of the base nightly visit.
Public-sector buyers in Massachusetts and how they buy
Massachusetts has 351 cities and towns, and almost every one of them, plus its school district, buys custodial service on its own. That is good news for a small cleaning company, because no single central buyer controls the work.
- State agencies post solicitations on COMMBUYS, the state's eProcurement system run by the Operational Services Division. Register as a vendor, choose the janitorial and custodial service codes, and matching bids reach your inbox. The Operational Services Division also runs statewide contracts that agencies and many towns can buy from without a new bid.
- Cities, towns, counties and regional school districts buy under the Uniform Procurement Act, Chapter 30B of the General Laws. Larger service contracts have to be advertised and awarded through sealed bids or proposals, smaller ones through written quotes, so a local company that is known to the facilities director gets the call on the small jobs.
- Cleaning and maintenance of state office buildings, and of space the Commonwealth rents, falls under the Massachusetts prevailing wage law for building services (Chapter 149, Section 27H). On those contracts you pay the wage rate the state publishes for the job, so price from the posted rate sheet, not from your normal pay rate. State guidance reads this section as covering state buildings, not town halls.
- The Supplier Diversity Office certifies minority-owned, women-owned and other diverse businesses, and the Small Business Purchasing Program sets aside smaller state purchases for registered small businesses. Both are free to apply for and both are worth having before you bid state work.
- Transit and authority buyers, including the MBTA and Massport at Logan Airport, run their own procurement for stations, garages, terminals and offices.
- Public universities, such as the University of Massachusetts campuses and the state universities, contract out part of their building services and post the bids themselves.
Federal custodial work in Massachusetts comes from Hanscom Air Force Base, the Natick Soldier Systems Center, Joint Base Cape Cod, Westover Air Reserve Base in Chicopee, Coast Guard units in Boston and the VA medical centers in Boston, Bedford and Brockton, all posted on SAM.gov under NAICS 561720 with Service Contract Act wages. Our guide to winning government cleaning contracts covers registration and set-asides. On Growth and higher, Janitorial matches public-sector requests to your area.
Office cleaning contracts Massachusetts property managers put out to bid
Boston office towers bid much like New York: prices per floor, a day porter on the lobby and restrooms, union crews in many of the larger downtown buildings, and a short list of contractors invited after a site visit. Ask early whether the building expects union labor, because it changes the wage line more than any other choice in the bid.
Suburban campuses along Route 128 and I-495 usually put the whole site out in one contract: offices, lobbies, cafeterias, fitness rooms and sometimes lab support areas, cleaned five nights a week. These buyers ask for a staffing plan, supervisor coverage and insurance certificates before they read the price, and they keep a contractor for years when inspection scores stay high. Medical office buildings near the Boston and Worcester hospital systems add exam room disinfection and stricter restroom schedules, covered on our medical office cleaning contracts page.
Janitorial shows square footage, frequency, service hours when the buyer gives them and the bid due date on every request, so you can see in a minute whether a building fits your crews. More on the contract type on our office cleaning contracts page.
Pricing a cleaning bid in Massachusetts
Labor is the biggest line. The Massachusetts minimum wage is 15.00 USD an hour in 2026, unchanged since January 2023, but in Greater Boston few cleaning companies can staff a night crew at the minimum, so price from the wage you really pay. A bill to raise the minimum is pending in the legislature, so a multi-year contract should carry a wage escalation clause.
Payroll burden is higher than in most states. Employers pay into Paid Family and Medical Leave, every employee earns one hour of sick time for every 30 hours worked under the Earned Sick Time law (paid at employers with 11 or more employees), and workers' compensation is required from the first employee. If you subcontract buildings, remember that Massachusetts judges independent contractor status with one of the strictest ABC tests in the country, which our janitorial subcontracting guide explains.
The janitorial bid calculator builds the price from square footage, facility type, frequency, supplies, overhead and your margin. For Massachusetts bids, also price:
- Winter entry mat service, salt neutralizing and lobby carpet extraction from November to March.
- The posted prevailing wage on any state office building or state-rented space.
- Parking, tolls and travel time for crews working downtown Boston and Cambridge.
- Background checks and badging for lab buildings, hospitals and federal sites.
On Pro, you set your own production rates and wage rates per area, so a Boston bid and a Springfield bid each use the right numbers.
How Janitorial covers Massachusetts
You cover Massachusetts one region at a time. A service area is up to 25 miles around the ZIP code you choose. Starter covers one area, Growth three (for example Boston and Cambridge, the I-495 belt and Worcester), Pro ten, and Enterprise has no limit, with territory management for franchise systems. Growth adds the public-sector feed for cities, towns, school districts, state agencies and federal sites.
A service area follows the ZIP and radius, not the state line. A Worcester or Springfield ZIP takes in parts of Connecticut and Rhode Island, and a Lowell or Haverhill ZIP reaches southern New Hampshire, so border work shows up in the same feed.
Looking for janitorial bids near me rather than a whole state? Set one ZIP and a radius, and the feed shows only the open bids your crews can reach.
Questions about cleaning contracts in Massachusetts
Where are Massachusetts cleaning contracts posted?
Massachusetts state agencies post cleaning solicitations on COMMBUYS, the state eProcurement system. Cities, towns and school districts advertise their own Chapter 30B bids on their websites and in the state's Central Register, and federal custodial work is on SAM.gov. Janitorial collects the commercial requests and, on Growth and higher, the public requests in your service area.
How do I get cleaning contracts in Massachusetts?
Register the business, carry workers' compensation and general liability insurance, then register on COMMBUYS and SAM.gov for public work and apply for Supplier Diversity Office or small business status. For private work, get in front of property managers in one region. Janitorial shortens that part: buyers post cleaning jobs, and the requests in your area reach you priced, so you can bid the same day.
How much should I charge for commercial cleaning in Massachusetts?
Build the price from labor hours, not a flat rate per square foot. Start from your real wage, which in Greater Boston is well above the 15.00 USD state minimum, add Paid Family and Medical Leave, earned sick time, workers' compensation and payroll taxes, then supplies, overhead and margin. The bid calculator shows each of those lines for your building.
Do I need a license to clean commercial buildings in Massachusetts?
Massachusetts has no state license for commercial cleaning. You register the business with the Secretary of the Commonwealth or file a business certificate with your city or town clerk, carry workers' compensation once you have an employee, and hold general liability insurance. Public buyers also ask for tax compliance and insurance certificates with the bid.
Can one service area cover Boston and Cambridge?
Yes. A service area reaches up to 25 miles around one ZIP code, so a Boston or Cambridge ZIP covers the city, Cambridge, Somerville, Brookline, the inner Route 128 towns and most of the North and South Shore. A company that also wants Worcester or the I-495 belt should add a second area there.
